OK i just found when activating WordPress Importer plugin it breaks the above string translation. (it turns from arabic to english).
When plugin deactivated everything is fine. is that a normal situation ?

It’s a bug. Seems to be present in other importers too. register_importer() function is called before the language file is loaded.
Now that importers are not included in the core, I’m not sure about where exactly this should be reported. On http://plugins.trac.wordpress.org/, perhaps?

BTW, currently importer translations are not installed automatically with the plugins. You need to prepare them in GlotPress and then export and install manually.
